I am a bit confused about government in council communists views.

So.....what would the transition stage of socialism look like to a council communist?

Have you read Workers Councils (http://www.marxists.org/archive/pannekoe/1947/workers-councils.htm#h1), by Pannekoek?

ICC has plenty of articles on the topic.

Thanks, but I can't read all of that right now (I read the first 3). I'm still confused as to how the state will be organized and run.

By...workers councils.

This thread (http://libcom.org/forums/theory/the-state-centralization-left-communism-20092008) will probably help you out.

Fidel does.

Because they are a workers' democracy. An imperfect one, I'm sure--and if you have any links discussing the problems with their system, please share.

Check out the links. There's also a movie I've seen on Cuba's process of planning of production by an assembly of recallable union delegates, which I'd share it if I had it.
