Specifically I need some information on the manner in which local Government functioned in Apartheid South Africa and particularly on the way certain non-whites were co-opted into the system of local councils by the Government in order to try and confer legitimacy on their regime. If anybody has any information (the more detailed the better) on this matter, I would be very grateful if you could share it.

Please also point out that the Israeli military took a role in setting up the South African Apartheid system - no wonder, because Israel has always been an apartheid state itself.

Yes, I am aware of that, indeed the Israeli Government relied heavily on South Africa, both for material support (which was mutual) and to provide a template, but I would rather we kept this on topic, because I am having severe difficulty in finding information on this particular topic and am hoping someone can help.

Also, the Australian government used the apartheid system in South Africa as model for their anti-Aboriginal policies.

It was actually more the other way round. South Africa was heavily inspired by Australia.

At any rate, does anybody know the answer to my question.

I've found a few things, but that's an extremely specialised topic!

Anyway, here (http://www.thedplg.gov.za/subwebsites/wpaper/wpindex.htm#cont) is a government white paper that in the section "Current Realities" gives a potted history of local government under apartheid.

A couple of abstracts- not sure if the full text is available online:

You could also try DISA (http://www.disa.ukzn.ac.za) which has a whole collection of free apartheid era zines and journals. No doubt there will be some commentary on the issue.
