I've looked into Cuba a little bit--just enough to know what's out there:
For websites/essays, googling Cuba democracy (http://www.google.com/search?hl=en&q=cuba+democracy&btnG=Google+Search&aq=f&oq=) returns some good stuff.
For books, go to books.google.com and search for Cuba organs people's power (http://books.google.com/books?q=cuba+organs+people%27s+power&btnG=Search+Books).
You can tell me how those books are if you read any of them all the way through, because I haven't had the chance.

I don't know how much this will help, but E.H.Carr wrote a number of books on the organization of the Soviet government, including a 14 volume series called The History of Soviet Russia, which goes from the revolution through 1929.
