The best I have seen on the net is 1923 given to education comissars. As far as I am aware there was no such speech given in 1923

No. I think it will take much longer and require more international support. We haven't even fully expelled the Taliban yet! I think we should give it more time.

I would have to agree, that sounds very much like the sort of thing capitalist revisionalists would perpetuate and very little like something Lenin would say.
