The Bush Doctrine - Are we looking for a fight?

In september of 2002 President Bush introduced the policy henceforth known as the Bush Doctrine. It states that the US is in the process of implementing a new missile defence system. Also, it states that the US will now authorize it's use of nuclear weapons on non-nuclear weapon holding countries, i.e. Iraq. I, along with many others, believe that this means we are gearing up to become a first-strike nation, and may now attack disagreeable nations without any provocation. My question to you is do you believe that America should remain a second strike nation, or move up to first strike capabilities?

Unfortunately proof won't be furnished until we strike. I'm sure you know that we are the only country to have ever used nuclear weapons. The attack on Iraq proves that we have no regard for what other countries think. North Korea would not use nuclear weapons against America, because it could not survive the counter attack.
