I think nowadays weapons of mass destruction are essentially worthless. Well I shouldn't say that, no, they are highly dangerous, and expensive paper weights.
The major threat is small bombs, guns, etc. Deterrence keeps all the nukes in line. For those of you who aren't familiar, its basically I have a big gun, you have a big gun, if I fire, you'll fire, and we'll both end up dead.
The only real problem is if there is a madmen at the helm. But how many are mad enough to destroy the entire world? I suppose thats an arguable point. I don't think Saddam is. He's been a leader for quite some time, and probably had the potential to kill everyone. But he hasn't.

Saddam is not a madman just a ruthless dictator who has lost his major support when the CIA turned their backs on him, and turned him into the world's evil man.
The North Korean President is next for that pysch-op
