If you changed that to 'which states are more communist than others' then you could maybe have a debate. Then the question is basically: which states are more equal than others, which states have less unemployment, less crime, more civil liberties etc. All things we envisage under communism. In this respect I suppose you could point at many of the nordic nations that clung onto social democracy a bit longer than most. (Or even just look at social democracy when it was at its height.) These are invariably the most equal in the world, there are less people unemployed, there is less poverty, less crime and so on. These are essentially societies that are working much better than others because they're more equal. Obviously this only gives a tiny inkling of a what a socialist or communist world looks like but it is something.
