This is a really interesting essay on the history of anarchism in Japan, a subject which is rarely given much attention by the left. I am not surprised as there is many unwritten history left by the communists and anarchists alike back during the time. We all know the state will cover it up.

Sorry to be pedantic, but if he was referring to the past, he should have written 'I never knew that there had been...' If you have a sentence 'I never knew that Canberra was the capital of Australia', was is referring to present time.
