What's This Mean?

Often times when I try to post a new topic, I get this response.
You do not have permission to create tags. You may only use existing tags. So what is a tag? And why may I not create them here? Is it any wonder restricted people, like myself, do not post new topics that often?

Maybe its the same problem that means the OI'ers can't post thread titles properly?

The techs are working on the permissions problem for OIers. This seems like one of the problems, I will bring it up in the board problems forum.

this problem has been discussed loads. Apart from TomK (who can only post really innanely titled threads) no one who is restricted can post any new threads.
