The Bolsheviks had originally a policy that high-ranking members of the party and the government should not be paid more than a highly skilled industrial worker. This rule was however in many cases ignored as it didn't work out too well and Stalin formally changed the policy in the 1930s.
I am of the opinion that under socialism wage differentials must exist to create incentives to work harder and to make education worth it to get. In the Soviet Union the wage differentials IIRC never exceeded 8:1 which is quite reasonable.
