They were surrounding protesters who were standing on the sidewalk too, for a moment it looked like they were going to shoot teargas/rubber bullets into the crowd.

I'm sure they are ... but the scene of 30 riot cops running around on fire might actually be able to get more US press than Paris Hiltons cleavage ...

well not really ... but I would at least get a laugh out of it.
