So i heard that private property did exist in the USSR on a small scale, is this true?
I also heard that Mao reintroduced private property in China.
If Mao did indeed do this then all i can ask is why?
I am not very well read up on these issues, and even research hasnt given me any conclusive results, so i thought that i would take my chances in the "Learning" section.

Yes, there were a lot of relatively independent small firms in the Soviet Union.

If I remember correctly, the USSR would give cash incentives to businesses and practices that focused on specialized things that were in demand and unusually difficult to do.

It changed depending on the time period. During the New Economic Policy in the '20s there was lots of private property, and a market. Then the five year plans started and state property took over. Later the state allowed people to have small plots of land they could grow food in.

Yeah i found out that in the 60's an assault rifle was developed by a German in the USSR, and it was completly a private venture on his part funded by individuals (Usually higher ups in the military, as they had more money than the workers, and the thing that they were funding was a weapon).

Wouldnt surprise me. There is a large section of the kaesong province in the DPRK near the DMZ that has been leased out to a private company which employs north koreans.

Well thats exactly what i thought as well.
IMO the existence of private property, no matter how small, shows that the USSR wasnt a Socialist state in reality.
Would the existence of private property in the USSR, be evidence of State Capitalism?

Hi spartan!
I definetely agree with you.;)
There are some contradictions in Soviet Russia regime. It is impossible to criticize after Lenin's death.
Stalin has followed a different way than usual one.Though he saved the world Hittler trouble.
Therefore I like Che style communism rather than Soviet one.

No.
A socialist Society does not just come into existence, it must be built over time. Consequently, the existence of private property within limits set by a workers state can be an intrinsic part of using the power of the state to build a socialist society.

I think I've read somewhere Che was openly supportive of Stalin.

Regardless of whatever justifications you offer, it's still not socialism until private property is eliminated. Is private property hasn't been eliminated them socialism hasn't been built.

What is "private property", the material relationship in which some human beings effectively control the means of productions as individual capitals - or just the juridical form of such relationship?

In this case, what would be the difference between socialism and communism?
