Does ALBA(the bolivarian alternative for the americas) create jobs?

I mean.. what else does it do? It just seems like a huge social program to help each other out. I think I pretty much get most of it. but can i create jobs and build a countries infrastructure? and all that stuff?

I believe it's to help the member nations develop social programs and industrialize. I'm not certain but this is what I understand it is.

I think this is nessecary for to stay away from USA and to get them to able to help themselves with what they got.
