How did the LTVs function during the Spanish Civil-War?

The only thing I've heard about them is through Orwell, and he said that they essentially functioned like money. I don't know what he meant by that, did he mean that workers were compensated by them like money, or that they actually accumulated after exchange for products?

How difficult was this system in setting up during a revolutionary situtation?

I believe he's referring to the use of time labor vouchers.

If FOB is correct then these were issued by individual villages as a means of keeping track of the amount of labor you had performed. They could be exchanged for things produced by labor (clothes, etc.). IIRC, they were unique to each individual village and no all villages had them. You couldn't use them outside your own village. If you wanted to go traveling out of town you could exchange some LTVs for money. AFAIK, cities didn't use them.
