I would like to know the effectiveness of referenda during the era of "proletocracy" (DOTP). Where could potential conflicts arise between them and the newly founded system of soviets (geographic bodies "chained" in a system of higher and lower soviets), factory committees, and communal councils (http://www.revleft.com/index.php?showtopic=65207&view=findpost&p=1292296528)?
