It's probably more related to greedy phone and cable companies not improving infrastructure, so as to increase their profit margins.

i think with the usage of fiber optic cables (which can store fantastic amounts of memory) we've avoided this type of thing already.

It's a fancy name for University Corporation for Advanced Internet Development, which is a group of universities and companies that improved on the original internet design to handle more demanding internet usage and computations.
