I suggest A Coming of Age by James S. O'Donnell. It examines Hoxha's economic and social policies. Ideologically of course, you'd probably want to actually read some of his works to find out yourself. http://www.enverhoxha.info/ and of course Marxists.org (http://www.marxists.org/reference/archive/hoxha/index.htm) have his works. (although the enverhoxha.info link has others like The Khrushchevites and The Superpowers)
