If by development you mean, the actual construction of things like roads, schools, or whatever, then they will be built by mandated workers collectives.
The decisions to build things, or develop areas will be made by local workers councils or "soviets" and not by a central political power, made of individuals who would not be efected by their own decisions.
In Anarchist Catalonia the tram workers in the CNT made some of the greatest improvements to the transportation system since their construction.
2)if there starts a war between a anarchist socity and non anarchist country then what would be response from anarchist socity.
During the revolution, the Anarchists would form a military, as they have done before, and engage in open war until the destruction of the counter revolution and the bourgeoisie. This military would have to be hierarchical to some extent, with elected, recallable officers. The actual military would be strictly mandated by the liberated workers soviets, which would enevitably involve defending them from not only the capitalist class, but the authorotarian socialists who would also seek to destroy them.
This has happened three times in history, during the Russian Revolution (1917 - 1921), the Spainish civil war (1936-1939), and the Japenese Ocupation of Korea in the 1920s.
