First of all, choose the line tool (not freehand) and create a quadilateral like this one. Choose an appropriate colour, I like red cause it looks better against a pale surface. This will be the hammer-head. For this i'm using x2 thickness for contrast. You can make yours as thick as you like.

Now use the same method to create the body. draw 2 lines at about 45 degrees towards the opposite corner, just diverging from each other slightly. Join them with a line at the bottom.

Now, select the circle tool, and carefully wrap a circle of same colour and thickness round your hammer, thusly:

Now make another smaller circle within it, as shown below but note that you should make extra space at the bottom left so the blade is not too narrow here. This is important for later as it will form the hilt of the handle.

Now you can get to work on the details. If you like, you can use the same method to create the handle as you did for the head. If youre more confident you can use the freehand tool to create the more ovular look like on the USSR flag.

Now start to remove the unwanted parts of the circles using either the eraser or pen tool with white paint

Then finish tidying it by applying rounded base to handle, if desired and filling in with paint flood as shown here.
