Through education: by distributing books, pamphlets, propaganda, etc. Speech's, etc.

Uhh...
If you're asking why it's easier now due to not having to worry about being prosecuted by the capitalist state it's because they don't see communists as a threat anymore due to the end of the cold war.

I'll assume you're asking why they join a CP even though they don't grasp every idea of communism. It's not really necessary to get every nick and cranny of revolutionary communist theory, but if you really want to fill those gaps I guess the solution is to show them by example.

Anyone who wants to be a communist is on the right path and should be welcome among us. It's a lot easier to get educated about Marxism if you regularly interact with a group of Marxists than if you're studying on your own.

Communist parties are getting members? I thought they were constant if not stagnating... ?

I would suggest that the way to deal with the problem of having uneducated people in the communist parties is to abolish them (the communist parties, not the people).
It is the only way.
Oh, and your style of politics stinks. But thanks anyway.

When admission is that lax and if these types of people actually make up a significant portion of the Party then it usually reflects some sort of problem with the Party's ideological beliefs. However, the larger problem seems to be the general lack of truly revolutionary currents within many of today's professed Communist parties and groups rather than any problem with educating possible members. It's not hard to figure out what communism or Marxism is, practicing it and striving for it is a whole different matter.

Maybe the Communist Party in x country could organize a kind of test?

Or find out why they originally wanted to get active. Say they're pissed off with more cuts in the NHS (in the UK), and then when they approach the party explain the parties (or socialist/communist) position.
Explain as the party what your going to do and the ideal's that motivate you to do stuff. It should be easy to persuade a member of the working class to actually join and agree with the belief.
The point of the party is not to alienate, but to appeal to the working class.

One of the most important things in relation to the question is how educated they are about revolutionary leftism. If they know almost nothing, you can't call them a communist and/or an anarchist.
I don't think social class should be a barrier either. Marx, Engels and Che were all of the middle-class. As long as more middle-class become class traiors than working-class people becoming class traitors, its a good thing.
