I am thinking about starting a website where I can archive all sorts of texts, primarily because I've seen too many good websites go and I've lost access to some very good texts.
I haven't chosen a web host yet, this is where you come in. Godaddy is the obvious choice, but I'm a little started about how much space and transfer they offer for their lowest priced plan, considering many other hosters offer a lot more space and transfer for comparable prices. I was thinking of startlogic.com or hostmonster.com. Godaddy has a lot of benefits too and I'm still thinking of them.
I also need a way to design my site. I only know basic HTML. I was thinking of using Joomla or Mambo as they are free, but I have no experience with such applications.
Any ideas or suggestions for me?

There are better options than godaddy.com
Gate.com comes to mind. More space, cheaper, secure UNIX server, free domain name.
But, if you're hosting something "progressive" (anarchist texts or whatever), you could host your site for free through http://www.mpi-web.net
You could then get a domain name (i.e. www.yournamehere.com) for $6.95 a year from IPOWER.

Oh, as for designing the site.. I would stick to HTML & CSS (you can find some tutorials online, and you can find sites that you think look good and view the source) unless you'll be dealing with a lot of changing data, in which case you'll want to go with a content management system like the ones you mention. Personally, I'm not too keen on Joomla or Mambo. We've been using e107 on the FPM site and its worked well. Comrades from the Communist League first told us about it, but I think they may have had some problems with it later on (since they apparently no longer use it), so you may want to talk to them.
There are other systems too. Someone else may have some recommendations.

I don't think I will use Joomla or Mambo anymore, I would just get lost in all that MySQL and Apache stuff.
I want a site that is basic, simple, and clean looking. I'm thinking tags would be the best and easiest way to organize everything.

Yes, at the current time it is only a work in progress [as mentioned] so only the "Past Works" work.

Not even that works for me, comrade.
FoB: e107 is easy to use. It uses code like this forum. If you want to modify the layouts (and there aren't a ton available) you have to figure out the code (html/css).

I would like to use a WYSIWYG editor for my site. Something easy like wordpress, but without the blog feature.

Now that I think about it, I really don't think I need a big content manager system like e107 or Joomla. I'm just gonna try things out using KompoZer.

Optomize bandwidth. Space is always a secondary concern — especially for text archive. By the way, if you need any layout/HTML-CSS or php help I'll pitch in for free.

I'm handy with the graphics.* But actually, all kidding aside, I will pitch in too. Whatever you need: graphics, html, etc. I can help out with. It is my "area" if you know what I mean. I also suggest converting text to pdf for download. I don't know what anyone else thinks about it, but in college pdf has been my only way of archiving.
