As far as I am concerned, they both are related to one another, please correct me if I am wrong.
Trotsky believed that the Maximum and the minimum barriers of a particular system should be broken. The maxima can be reached only through the Transitional program and when the maxima is reached the system collapses.
This my understanding regarding the topic and like I said I might be wrong.
