This type is not new in India.Many trade unionists and political enemies had already fallen in to this type of actions,but given the special status of Kashmir this had gained some attention. This encounter had been primarily planned to gain promotion in ranks by some elements of CPRF and J&K Police.

Great, so Indian police and military forces are killing random civilians, claiming that they are Pakastani militants, in order to recieve promotions and cash rewards, unfortunately the same thing is fairly common in Colombia also.

That is one of the claim even it is a small one. They also have Naxalites/Naxalite sympathisers,LTTE sympathisers,ULFA(United Liberation Forces of Asom),BLF(Bodo Liberation Front) are on the top to mention on the long list of scapegoats.
