Is it hyperbole to argue that voting Salazar the 5th greatest Portuguese (as he was voted by the Portuguese public) is morally and intellectuallty equivalent to voting Hitler the 5th greatest German?

Yes, it would be hyperbolic. Salazar was a very nasty dictator, and I certainly can think of more than four Portuguese men and women greater than him, but he was no Hitler, in no conceivable way.
