To Ronald Reagan and Papa Bush, General Manuel Noriega was a true posterboy for "freedom and democracy" in Central America. Noriega had gained power after the CIA assassination of the previous leader of Panama General Omar Torrijos (most likely done by Noriega) in order to keep US ownership of the Canal Zone. As dictator of Panama, Noriega was into drug trafficking not to mention corruption. He used his drug trafficking network to finance the USA's fanatics: the Contra cutthroats in Nicaragua, the ARENA death squad regime in El Salvador, and Guatemalan ethnic cleansing regime. The cocaine cartels went through Honduras, where the CIA was established in their dirty war against the Sandinistas, and the Marxist rebels of Guatemala and El Salvador, and were then traded for arms to supply the CIA's right-wing extremists. Some arms even came Israel.

It wasn't until late 1980's when the Reagan and Bush were caught with their hands in the cookie jar (or should I say caught with their noses in the cocaine cartels) when their little henchman becaome a "dictator". Situations worsened, and the US government feared on losing control over Panama, thus losing the Canal Zone. December of 1989, Bush order 26,000 strong US invasion of Panama, which killed over 5,000, leaving thousands more homeless. After Noriega's surrender, the US installed another narco regime which was said to have connections with companies laundering drug money. And what became of the CIA's dictator, "convicted and sentenced to 40 years imprisonment"; no doubt in a "cell" with a big screen TV, VCR, DVD (later on), cable, pay channels, first class stereo systems, jacuzzi, fire place, decorated walls of fine art, books, king size bed, sexy women, first class food cooked by fine chefs and served by caterers in tuxedos with expensive champagne. In other words a cell with just about anything you can see at the presidential suite of the Hilton.

Maybe he can reside in Miami after he's released with other terrorist like Orlando Bosch and the Cuban mafia.
