creating public art areas

i saw the "graffiti authorized area" stencil in the database, and i was wondering if anyone has ever seen it used, something like that in public to encourage people to contribute to the graffiti.

I have never seen it used in public but I know of places where there seems to be a hot spot of graffiti. Its kinda like a message board of vandalism.
