I first saw it here, on the woman's arm,

I figure it's nothing else than the venus-symbol with a pair of horns attached to it.

Its a the the symbol for the feminine but i don't know about the horn looking things.

P.S. I'm not sure where the pic is from, it was used as a flyer for our local Food Not Bombs kitchen some time ago, I'm guessing Denmark or Sweden, going by the police car

It's actually is not the symbol of venus with horns. It's the symbol of Mercury.
The Mercury astrological sign is a symbol of 'transgendered' people. The crescent moon at the top is supposed to represent the masculine, and the cross at the bottom represents the feminine. The ring represents the individual, with the male and the female balanced at either side.
That way it can also be understood as a symbol that represents women and men are one = both are humans and are not to devided in 2 opposing groups <- so against capitalist society which is in favoure of deivde and concure/
it's also the symbol of creatures that are hermaphroditic: wiki (http://en.wikipedia.org/wiki/Gender_symbol)
EDIT: the one on the drawing can be a different sign than the one underneath it. The first one could stil just be a Venus symbol with horns, the second is clearly Mercury

haha that last one is good, aye :D but as a theist symbol for the Cookie God I have my doubts :P
