Karl Marx's Camel

Well, not actually my questions, but another person.
Production is planned and geared towards need, not profit
He said:
"How is this supposed to be done? Who knows everybody's need?
He proceeded to ask how a "comitee for people's needs" could dream about developing new products that does not yet exist?
"If they unexplainably had this power, how is this supposed to be done, and why would they do that? Do you think this comitee would've, in 1980-ish, sit down and figured that "hey, I think we have a need for something called Personal Computers"? You really think computer factories would even EXIST at this point, with this way of "developing products"?
What would be your take on this?
