Whats the current situation in Vietnam,as in its current regime?
I brought this question up because i read that Vietnam is Socialist but might turn to Capitalism,in a recent visit by Bush over there.

Why is there economy low? etc.(I read because of the war damages)

It's socialist in that the state controls the means of production though it is increasingly privatising its industries. There are still debates over Vietnam's future path but right now it looks like it's taking the Chinese path.

That and its isolation until recently which occured due to the Vietnam War.

Since when was that the definition of socialism,socialism means the workers control them,an undemocratic state controlling them is just about as good as capitalism.

There are different definitions of socialism; it's a pretty vague term these days.

Socialism means the PEOPLE, the workers control the means of production

Vietnam is entirely capitalist right now. Loads of big corporations work there and operate there. It's state capitalist, like all Stalinist-Leninist states turn into. It was necessary to support Vietnam and support peace in the Vietnam War, but it's a shame what they resutled in.

some socialists believe that the state needs to own the means of production in an order to regulate it and keep it 'fair' while the workers control it on a more basic level

and of course there's the traditional meaning of the workers controling the means of production

I'd have to say that Vietnam is authoritarian Socialist with market socialist leanings.
