Support Needed for La Chispa, Bolivian Sympathizing Section of the FI!
Dear Friends and Comrades:
We are writing you about a very important campaign concerning La Chispa (The
Spark), the sympathizing section of Fourth International in Bolivia.
As you may know, La Chispa was formed exactly one year ago and, in a context
marked by a deepening revolutionary crisis, La Chispa has grown rapidly in
size and influence since its founding. Without a doubt, this young
organization has made an important mark on the recent developments in the
ongoing revolution.
La Chispa helped to organize -- with the COB union confederation and the
Miners' Federation -- the very influential Workers and Peoples' Summit of
December 2005 in El Alto, which reaffirmed the independence of the COB and
promoted the fight for the nationalization of the oil and gas (a demand
opposed at the time by Evo Morales).
La Chispa then initiated a broad united-front mobilization in defense of the
unity of Bolivia, for the "NO" vote in the Referendum on Autonomies,
organized by imperialism and the regional oligarchy of Santa Cruz in an
attempt destroy the Bolivian nation.
This campaign of La Chispa proved to be crucial in pushing Evo Morales and
his MAS party to abandon their initial support for the autonomies -- which
were eventually rejected by the Bolivian masses in the July 2nd, 2006
referendum. And most recently, the COB accepted La Chispa's proposal to form
Committees in Defense of the Unity of Nation.
The revolutionary crisis today in Bolivia is evolving extremely rapidly. In
recent days, the reactionary forces have decided to boycott the new
Constituent Assembly and have openly called for the secession of four
departments from Bolivia. The four departments possess more than 90% of
Bolivia's rich natural gas and oil resources. The oligarchies in these
departments, acting as direct agents of the transnational oil corporations,
refuse to accept the decree on nationalization of oil and gas enacted on May
1 by the Evo Morales government under intense pressure from this
revolutionary movement of the Bolivian people.
Neo-fascist thugs roam the streets of these four departments, attacking
workers and peasants and calling for the end of the populist Evo Morales
government. The media and the government admit that a civil war could break
out at any moment. The U.S. government is training counterrevolutionary
troops on Bolivia's border with Paraguay in a covert operation named
"Operacisn Camba."
Currently, La Chispa is at the center of a mass campaign in defense of a
Sovereign Constituent Assembly and the unity of the nation, a mobilization
which aims to smash the violent and anti-democratic provocations of the
right wing. The main workers' organizations, particularly the Miners
Federation and the COB, look to La Chispa to provide perspectives. (For more

As you can see, La Chispa is playing a crucial role in the developing
Bolivian Revolution -- and you will be happy to know that La Chispa has
requested to formally join the Fourth International at the 6th World
Congress of the Fourth International, which will take place on November 27,
28, 29, 30 and December 1 in Paris, France.
As La Chispa works on a meager budget, there is unfortunately no way for
these comrades to raise the needed funds for the travel expenses. Thus, they
have written to Socialist Organizer, asking for us to raise the US$3000
needed to send two delegate to the World Congress.
This is where you come in.
We need your help in raising these funds. Without the generous support of
you and our other supporters, the Bolivian comrades will not be able to
attend.
We, and the comrades in La Chispa, feel that it is a crucial necessity for
the Bolivian Revolution and the Fourth International to enable these
Bolivian delegates to participate in the World Congress. This congress will
spend many crucial hours dedicated to discussing perspectives for the
Bolivian revolution. La Chispa's ties to Fourth International must be
cemented.
Sometime in the next weeks and months, the workers could take power in
Bolivia, or imperialism can divide the country and trample upon the
revolution. We need your financial support to help affect this outcome.
