It looks like a rifle to me, if it was a noose it wouldn't be slung over the shoulder like that.

Perhaps it's an anti-Islam picture, and that's a star that is being hung and the moon is next to it? (the symbol of Islam)

My first impression was it's a KKK man being hung at night, and maybe the drawer didn't really think about where the noose should be.

I heard about something which sounded like this the other day

It looks to me to be some form of islamic jihadi thingy. The man is wearing a mask and is carrying a gun. that would indicate that its some form of clandestine or gurrilla man. Next to him there is a crecent moon. Now it COULD represent night, and how the man with the gun is out at night. But i dont think so. the shape of the hat the man appears to be wearing is fairly triangular. Ive seen some jihadi movements wear similarly shaped hats in some photographs. this leads me to conclude that the crescent moon represents Islam. Some peaople noticed tha the shape of the man was like that of a star. If this is intentional then there is no doubt that this graffitti is some form of miltant islamic group. QED.

On the other hand it could just be some random doodle.
