Terrorists focus more on symbolic acts and not things that actually do much,

terrorists themselves are born out of anger and injustice, so their emotions cloud them on what to materialistically attack

Most terrorists target civilians because they realize that if u scare the general population enough, they are more likely to lose faith and reject their leader's policies, which most often target the perpetrators of terrorist attacks, meaning those who have been perpetually oppressed and have no other choice but to resort to terrorism

In order to force governments to pull out of interference with their countries, like the madrid train bombings leading to the pulling out of Iraq. Terrorists want their attacks to have a psychological effect, its not so much about logistics, i.e removing the weapons of the enemies, because, america can always replace what it loses.
