Bolivian Circles Disbanded?

According to Wikipedia's article regarding Bolivarian circles:

Why? Why are most circles disbanded?

They are being replaced as workers control comes in, and peasants control of land comes in.

I hear that they are not very effective due to lack of funding and the fact that they are mostly there for show?
