I find it rather worrying.

He walks right past two men and does it to the woman (not that I'd particularly like him doing to the men eiher), but this does reflect something of his attitude towards women.

Even if he is the US president, the German secret service can't have been too happy about him going up and grabbing her neck/shoulders. He's displaying all kind of bizarre behavior on this trip.

Seriously, though, I hate it when guys do that shoulder grabby thing. The neck area isn't sexual for a lot of people, but it is a grope, I think. And I don't think she appreciated it...
