Joe Slavo's "Has Socialism Failed?"

A friend of mine who has been part of the South African Communist Party forwarded me this document written Joe Slavo, ex-chairman of the South African Communist Party. It was written at the cusp of the fall of the Soviet Union and created much furor in the party. I was wondering what people thought about it, especially in relation to the current debates on this board about Stalin's role in socialism's history. I do not endorse the views of this article.
