"Law" enforcement will be done through an armed worker's militia.

Payment? What payment? There will be no money in a Communist society. All pieces of currency since money's creation (and in effect, the things bought with money) have been stolen from the laborers.

The topic of working incentive has been brought up before, but the basic idea is that working will not be a 'chore' you do for little recompensation like it is now, it will be something that you are drawn to by your own interests (after all, if you're not going to get 'paid' for something, you'd rather do something that you like to do, after all). When labor and technology are used to make life better rather than turning a profit, everyone will have to work less under better working conditions (can you imagine a 3 or even 2 hour workday?).

Police only serve to enforce the will of the ruling classes, like knights of old.
