Has anyone read Laclau's hegmony and socialist strategy - Im finding it fairly hard going. What does anyone make of his ideas?

As I understand it hegemony is when one group stands in for another's class task - e.g. the w/c for the bourgoisie in Russia.
In what way, can anyone tell me, is radical democacy a hegemonic project? Is it that Laclau belives that plural antagonisms can stand in for the proletariat's historic task?
