That Lenin Quotation

Hey. I'm writing a little piece, and I've been looking for that quotation by lenin where he says something like "every cook will govern"... I have found the quote slightly different in different places, but I haven't been able to actually find it in context. I want the whole paragraph or page it comes from. Does anyone know where I can find that online?
