I was thinking more of regular civilians, even local politicians. I do not know if Castro is classified as civilian.

In 1962 the CIA carried out a mock invasion of the Caribbeans to overthrow a leader name ''Orsac''. Castro's intelligence knew of this because Orsac was obviously Castro spelled backwards. So, apart from the Bay of Pigs, there were no other 'terrorist' actions aginst Cuba. Today, with all the U.S. alleged terrorists in Guantanamo Bay, the Cuban government has agreed to return any prisoners who escape Guantanamo Bay back to American custody. Although this remains to be seen.

Look up Orlando Bosch, he blew up an airline carrying the Cuban rugby team, it also killed other internationals. Him and others have blown up Cuban hotels. Agent orange like substances have been dropped onto crops from plains, etc.

Look up "Operation Mongoose" - a whole series of operations approved by Kennedy.
