Torture by authorities (police, FC and army men- including with electric shocks and cigarette burns continues in Balochistan by Pakistani soldiers. Many cases still do not come to light because police cover up their crimes and detainees are often afraid to complain or identify the perpetrators for fear of repercussions.

The method used to torture and ill-treat Baluch detainees in Pakistani jails includes:
- Electric shocks
- Putting plastic bags over the heads of detainees
- Suspending a detainee from a pole between two tables
- Cigarette and candle burns
- Placing the barrel of a gun in a detainee's mouth threatening to shoot
- Treats to beat the detainee's family
- Gagging the detainees with a piece of cloth so they cannot shout
- Kicking and beating, including with truncheons and butts of guns


Mohammed Alam Perkani Baluch was arrested from Punjab through CIA police of Quetta on 24/09/2000.

AbdulNabBangulzai Baluch arrested 2000, is still behind bars without being presented to any court.

They are being punished for undone crimes. Their cases are not being dealt with, any court hearing and have heard any decision from the judge yet. The Govt have failed to provide any evidence against them.

These are the people who have been arrested by Pakistani police and FC remote controlled by Pakistani army and the unconstitutional president of Pakistan. They were kept in different police station in Quetta. They would be sent to an under ground army dungeon (a security prison) codenamed Qulli camp. It was created as an interrogation centre and more the 200 hundred people were tortured and electrocuted there. Some of them even haven’t had the chance to see their families again whose candle of life had been put off forever. Each victim was forced to give false evidence against their own people.

In March this year the army targeted Akbar Bugti, President of the Jamhoori Watan (Democratic Motherland) Party, by launching an operation in his home town of Dera Bugti using helicopter gun ships. Mr. Bugti escaped narrowly but 70 unarmed Baloch including women and children were killed in this wanton operation.

Only as recently as last October agents of the Pakistani army intelligence fired rockets and other lethal ammunition on the residence of Ataullah Mengal, the chief patron of the Balochistan National Party and a former Chief Minister in Wadd in south central Balochistan. His residence in fact the entire town of Wadd is under siege surrounded by hundreds of Para-military forces.

Dr Allah Nazar Baluch who was arrested on 24th of March 2005, reportedly beaten by police, army men and currently serving prison in a Quetta jail in Balochistan, said “The police officials and agency men started to beat me. They took legs of a chair and hit me on the finger of my left hand. During the beating another police officer and a procurator entered and started to accuse me of working for Baloch militant groups.

One officer threatened to beat my children and family unless I confess to what they want to confess. During beating I lost consciousness several times. Blood was coming from my mouth and I couldn't see properly. As I was suffering form illness previously and couldn't afford more torture. I did not ask for a doctor at first because I was afraid, Even if I had asked for a doctor they would beat me and swear at me (calling me with bad name etc).

Ali Asghar Bangulzai, Hafiz saeed Bangulzai Baluch were abducted by Pakistani agencies almost 4 year ago but their fate or whereabouts are still undisclosed. Haji Jan Mohammed Marri Baluch, Mazar khan Marri Baluch, five men from Noshki and six men form Gawader Balochistan (we don't them by name) were also picked up by Pakistani authorities and were transferred to unknown places, no family member is informed about their whereabouts.

On 22nd September 2005, Abid Saleh, the younger brother of the afore-mentioned Gwahram Baloch, was also kidnapped by the operatives of the army agencies. He is still missing.


November18, 2005 at about 7pm Balochistan Time Dr Hanif Shareef, has been kidnapped by Pakistani secret agencies from Turbat, where he was setting with his friends in a restaurant near to his quarter. Dr Hanif Shareef is a fresh graduate of Bolan Medical College, 2004, practicing his job in a government Basic Health Unit in Zarren Bog Dasht. He enters the Balochi literature field as a short story writer and he achieved a high place in Balochi literature in a very short period.

Moreover another 75 year old Baluch Haji Gul Jan Marri was arrested on 27 November form his home in Quetta for unknown reasons. Both Dr Shareef and Mr Marri's are transferred to secret places.

On November 24 two people, who had been acquitted by a trial court in the Gawader bomb blast case, were arrested from the high court premises here on Thursday under the Maintenance of Public Order-3. Advocate Sadiq Raisani, the counsel of Mohammad Aslam Guagrani and Master Saeed, was also detained.

Aslam Guagrani and Master Saeed had earlier appeared before a division bench of the Balochistan High Court for hearing on an appeal filed by the state against their acquittal by the
Anti-Terrorist Court, Quetta
. After their arrest, Aslam and Master Saeed told newsmen at the main gate of the court that they had been tortured in custody and feared they would be tortured again.

Two Bugti Balochs Gul khan and Hanif Bugti were arrested while they were their way back home form Sibi. For the first days they were tortured brutally and then transferred to an unknown place. It is feared that they are still being tortured severely.
On 27 November two Baloch traders named Abdul Ghani, Faiz Mohammed and lateef Baluch were abducted from Mund Balochistan and they are suffering form the same fate as above mentioned persons.

December 9 2005 pakistani secrect agencies have picked as many as 20 20 Ppl Employees from karachi most of them are Bugti Baluchs.

Several times their family members expressed the difficulties and desperation of not knowing if their loved ones are being tortured and whether they ever see them again. It is believed that the detainees are being moved form site to site to evade public knowledge, inhuman ways are being to used to extract information, usually through torture and ill- treatment. We believe that holding detainees alone in dark cell 0.9 meters long by 1.8 meters deep by 2.1 meters high is torture, as is beating they receive.

When people are held in secret detention and the authorities refuse to disclose their fate or whereabouts they are described as have been "disappeared" such "disappearances" often go hand-in -hand with torture and ill- treatment.

Family member of those who have been "disappeared" are themselves being ill- treated when deliberately deprived of any information and are desperate for news. I believe While the government practice "disappearance” may erase someone form society for a time, but the memory of the person cannot be erased. This memory is what spurs family, friends, and activists to search for them, no matter what. Eventually the truth comes out. I strongly believe that torture does happen in Pakistani jail, it continues to happen, and it destroys lives, as medical experts say torture is "killing" a person without them “dying".

In Pakistani secret dungeons, Baluch prisoners are told that they have no right to meet anyone, to see a lawyer, to do anything except what the police tell them. It was revealed when one prisoner asked for a lawyer and he was punched, kicked in stomach, and handcuffed squatting and struck with a foreign object more then 10 times with his shirt on and off. He was also threatened with amputation or beheading; and he was whipped, he estimated 20 or more time, while chained to the floor in crouching position with full back and neck exposed.

Later on he testified that, he told a magistrate court that he wanted a lawyer and had been mistreated and that the magistrate responded. "I'll ask the officials", and hand him over back to police. Afterward, the Pakistani police accused him of "making them look bad" (in court) and shackled his hands to a chain hanging form the ceiling for several hours.

About HRCP (Human Rights Commission of Pakistan): yeah we have approched to them, they're doing what they can. But pakistani establishment and present Army regime is not even ready to listen to anyone and they have no respect ot human rights.
