In the eventual communist utopia will everyone be equally rich in terms of material wealth or will everyone be equally poor. What I mean is, will we have such luxurys as TVs, Stereos, Washing Machines etc. What about innovation... Why for example, would someone bother creating a more efficient hoover? Then there is space programmes. In a stateless society, who would organise such a project?
Whether we like it or not, there will always be some form of leadership. Technological progress would be impossible without individuals to assume command of certain projects.
The answer is limiting the powers of government. Their should be a constitution which protects the rights of all citizens under law and one centralised decision making unit, most likely a conglomerate of workers councils, or regional assemblies. However, this centralised assembly should have minimal powers, and plebiscites must take place for even the most remotest of amendments to the constitution. If there was for example rioting, civil unrest or insurrection, there would need to be a military force would there not? Then in that eventuallity there needs to be a reservist workers army which should only be active in times of trouble. In the case of a military however, we cannot elect generals as it should be the most competant person who is in control, not the most popular. Governance is different, it requires consent of the people.

Incorrect the trade embargo prevents Cuba from trading with the U.S and American political pressure has prevented many other nations from trading with the Cuba government. For instance the American government imposes penalties on other countries that trade with Cuba. Canada is among Cuba's top trading partners but if a Canadian plane leaves for Cuba that plane is not allowed to enter the U.S for a set period.
Oh and by the way Cuba's top industry is tourism its the only way the majority of the Cuban people can survive so of course they are going to invest into pools and other expenses for tourists.
NO CUBANS ARE ALLOWED HERE.
