Council Communism

I've seen the term "Council Communism" menitoned a handful of places in the past. Can someone explain this to me?

Council communists believe working class should be organized in worker's councils, which sould control and manage both state and economy and lead revolution (in contrast to Leninists who believe that revolution should be led by vanguard party and establish bureaucratic socialism after the revolution).
