Dear friends,

This is my first post to this site.

I’m from Balochistan. It’s divided between Iran, Pakistan and Afghanistan. I’m from the part which is occupied by the Pakistani military regime.

I`m not too sure how many of you actually heard of Balochistan and how many of you knows there is a military operation going on and hundreds of people are being killed by the Pakistan fighter jets.

Govt vigil on reported use of chemical weapons by Pak forces

New Delhi, PTI:


Government today said in Lok Sabha that it was keeping a vigil over the reported use of chemical weapons by Pakistani forces and would take all steps to safeguard India's security and national interests.

In a written reply, Minister of State for External Affairs E Ahamed said "it has been reported in Pakistani media that Pakistani forces used chemical weapons in Balochistan recently." "On December 24, 2005, Senator Sanaullah Baloch of the Balochistan National Party alleged that army was using gas and chemicals against Balochs," Ahamed said.

On February seven, 2006, Agha Hasan Bugti, Secretary-General of Jamhoori Watan Party, accused para-military forces of firing chemical gas shells on civilians in Dera Bugti, Balochistan, he said.


To a question whether the use of chemical weapons by Pak forces was creating tension in the region, particularly India, the Minister said "Government remains fully vigilant and will take all necessary steps to safeguard India's security and national interests." He informed the House that on January two this year, the spokesman of the Pakistan Army, Maj. Gen. Shaukat Sultan, rejected reports that Pakistani security forces had used poisonous gas in operations in Balochistan.

US bombed a Pakisatni village because they suspected there were "terrorists".but those who died end up being civs.but it was ok to US,because there were "intelligence" of terrorist activity there.Pakistan was outraged.Then this Pakistan Army massacre a village of Balochistan.It's like Malaysia telling Cambodia to be more "democratic" when itself is fascist in nature.

Please help to stop this genocide against Baloch nation in Balochistan by Pakistani military by researching and producing a story on this. International awareness, the responsibility of the press, is the only way to prevent the covert use of WMD by evil dictators or the US, (iraq), or the US’ allies (Pakistan and Saddam).

Thanks a lot to everybody.

I am glad to see all of you interested to raise the voice for Balochistan.

Pakistan, in the name of "war on terror" getting billions of dollars from the US and many other countries and spending them on killing innocent Baloch people.

A mother lodges an unusual protest for a 'routine' matter

KARACHI: The mother of a man, who has disappeared, came to register her protest at the Karachi Press Club on Saturday with a copy of the Holy Quran.
Nasima Baloch started reciting the Holy Quran in an unusual protest against the disappearance of her son, Dr. Haneef Shareef Baloch, who is also a Baloch short story writer.
According to Nasima, on November 18, 2005, Haneef was sitting at a restaurant in front of his home with a few poets and short story writers - Ghani Pahwal, Omar Kia, Aabid Haleem, Qasim Faraz, Hafeez Rauf, Jawed Aslam, Asghar Muharram and Hafeez Raheem.
Nasima claimed that at seven o'clock in the evening a white double-door pick-up vehicle stopped in front of the group and six masked men with guns alighted.
"The law enforcement agency personnel asked the names of all of the people sitting there, and once Dr. Haneef Shareef told them his name, they asked him to accompany them as their commandant had work with him. When he asked what work, they replied that he would find out everything but first needed to come with them," said Nasima.
She claimed that a witness had identified one of the armed men, who according to her, was an intelligence agency's officer.
Nasima alleged that since her son went missing, all state forces, including the Frontier Constabulary (FC) and police, had said they didn't know where he was. Ghani Pahwal, Omar Kia, Aabid Haleem, Qasim Faraz, Hafeez Rauf, Jawed Aslam, Asghar Muharram and Hafeez Raheem were witnesses to the "kidnapping", she added.
Nasima went to the police station in Ketch city to lodge an F.I.R. against the abductors, but said that the SHO refused to register an FIR, saying that he was not allowed to lodge one against the FC and secret agencies.
Haneef's mother fears that he is being tortured. "My son is the only breadwinner in the family, which is why my family is suffering from severe mental depression," she said.
Haneef has yet to be produced in any court.
Nasima urged international human rights organizations to take notice of the case and pressure the Pakistani authorities to release her son.
Nasima told the press that Haneef is a doctor by profession. He graduated from Bolan Medical College, Quetta, in 2003, and was currently was posted as a medical officer at the Rural Health Centre in Zarrain Bug, District Ketch. He was born to a poor family in 1978.

Pakistani military is doing another bombardment in Balochistan for the fift time.




Pak has begun fifth military operation in Balochistan: JWP chief
Islamabad: Pakistan has commenced a fifth military operation in the North West Frontier Province and Balochistan, claimed Nawab Akbar Khan Bugti, the chief of Jamhori Watan Party (JWP).

Talking to Online from an undisclosed location via satellite phone, Bugti said that Musharraf regime is persisting with its unspeakable excesses in Balochistan to rob the province of its resources.

“They (Baloch youth) are being killed to clear the way for the oppressors who wish to seize the resources of the land and take away their right of sovereignty. This fifth planned military operation is a way of giving the plan a practical shape,” Bugti was quoted, as saying.

He claimed that all roads and lanes are controlled by the Pakistan armed forces, and added that almost 80 percent of the local population had been forced to migrate to different areas.

He also termed the visit of U.S. President George Bush to Pakistan as a fake exercise.

It’s really disappointing to see the country which preaches about democracy and freedom of speech (USA) came under pressure from the dictator of Pakistan to cancel the visa and invite to Senator Sanaullah Baloch.

Senator Sanaullah Baloch is a very popular and active Baloch leader fighting for the Baloch rights within Pakistani government, he is a member of the senate in Pakistan

He was schedule to deliver lectures about the problems in Balochistan in different universities and circles in the US.

US showed its hypocrisy again and decided to support a dictator rather than the human rights and values.

Pak pressurises US to cancel visa and invite to senior Baloch leader

Islamabad : Under pressure from the Pakistan Government, the Bush Administration has decided to revoke the U.S. visa of Senator Sa Ullah Baloch, a senior Baloch leader, who was scheduled to speak at a leadership programme at the end of this month in the United States.

According to a letter issued by the U.S. Embassy here, the invitation extended to Senator Sana Ullah Baloch to participate in the International Visitor Leadership Programme on Accountability in Government and Business from March 27 to April 15 this year, has also been withdrawn.

Senator Sana Ullah Baloch, aged 35, is presently in pocession of a U.S.visa that was issued to him on December 1, 2005 and is due to expire on April 28, 2006. Clearance for issuing the visa was given on November 29, 2005.

According to the letter written by Tom C Pickrel, First Secretary for Cultural Affairs at the U.S.Embassy, Baloch’s visa and invite has been cancelled “due to a recent withdrawal in funding, which made it necessary for us (the U.S.Embassy) to scale back the programme”.

But informed sources here say that there is more to this contoversy than meets the eye. They claimed that Islamabad’s decision to put pressure on Washington has more to do with critical law and order situation prevailing in Balochistan, Pakistan’s largest province.

The crisis in Balochistan is centered around a demand for provincial autonomy. In recent months, many voices have been raised in support of this demand. Some of the Baluchi nationalist leaders like Akbar Bugti and former Baloch Chief Minister Aftab Mengal are seeking global attention to their cause by saying that Pakistan is using American-made weapons on innocent Baluchis. They have gone to the extent of describing the settlement of the Balochistan issue as the unfinished business of the partition of the Indian subcontinent in 1947.

These leaders have termed the ongoing military operation in Balochistan as something going against the integrity of Pakistan and appealed for a just political settlement of their problems.

Condemning the use of force against political workers over the last two-and-half-months, the Baloch leaders have claimed that the military operations have made the Baloch people bitter. Most say that the arrest of Baloch leaders and people (4000 people at the last count) is a total violation of human rights.

The house arrest of senior Baloch leader Akhtar Bugti, in whose area most of Pakistan’s Sui Gas deposits are located, highlights the reasons behind the mounting opposition to the military operation in Balochistan.

The Bush Administration’s decision to revoke Senator Sana Ullah Baloch’s visa could also be attributed to the latter’s recent criticism of government policy regarding Balochistan and Baloch people, saying that “we (the Balochis) are being treated as a subject by the rulers in the same way the black people of Somalia and South Africa were treated.”

Speaking at a seminar organised by the Baloch Unity Conference in Karachi last month, Senator Baloch said that Pakistan’s rulers were resorting to the use indiscriminate force against the innocent people in Balochistan instead of solving the problems of Baloch people.

“What we want is nothing new ... the same rights being enjoyed by the people of other countries as guaranteed in the charter of the United Nations,” the Senator was quoted as saying then.

Sanaullah said that every nation has the sovereign right over its resources. He said that if Punjab could demand reservation of its sweat water reservoirs, the people of Balochistan had a rightful claim to the province’s natural resources including its goldmine, gas and copper deposits.

The senator, who has been at the forefront of the protests, has claimed that Islamabad is not serious about solving the problems of the Baloch people, and is only keen on deploying more security forces in the province to suppress the spirit of the Balochis.

Balochistan has a population of 6.5 million people according to the population census of 1998, and therefore it is surprising that its 28 districts have 600 check-posts, meaning that three or four check-posts had been set up in each district. That there are 35,000 Frontier Constabulary personnel and 59 paramilitary facilities compounds the problem.

Senator Baloch has said that this shows the total violation of freedom of movement in Balochistan.

According to Senator Baloch, the Baloch people only want that exploitation of natural resources including coastal resources should end.

He has demanded that the government to declare Balochistan province a chemical and nuclear free zone, pull out its troops and recognize the Baloch’s right of self-governance on their land if it sincerely wanted to solve the Baloch problem.

Balochis are a people with a distinct language, culture, etc., living in a distinct geographical area. The area inhabited by Balochis - Balochistan - is divided between Afghanistan, Pakistan and Iran. In this, the Balochis are in a similiar situation to the better-known Kurds - who are divided between Syria, Iran, Iraq and Turkey.

People in this kind of situation often develop nationalist aspirations, and the communist approach is to support their right to self-determination.

He did mean country, in the sense of a country being a group of people sharing a history, language, culture etc. It is not a "legally" recognized nation in the eyes of the UN, but then again thats part of their struggle.

Thanks for the interest. Yes, this is what they say. You don’t expect them to say “we are occupying force and colonising Balochistan”.
In 1947, when the British decided top leave the Indian subcontinent, they divided it into India and Pakistan. But Balochistan was never part of the Indian subcontinent. It was semi independent under British rule. And its independent was announced by the British on all India radio on 11th august 1947. Pakistan and India was given independence on the 14th and 15th of the same month.
On 27th march 1948, Balochistan was forced to join Pakistan by a military invasion. And in the same time, the Baloch fighters started their resistance and its was on and off until two years back, when Pakistan decided to transfer a huge population from Punjab to Balochistan to kill the resistance once and forever. Fortunately, everything turned against them and masses joined guerrillas to defend their homeland against Punjabi flow to Balochistan. As now, all the jobs and position are held by them and we Baloch living in the 5th century. All Balochistan resources are shifted to Punjab and we get nothing. The Sui gas was discovered in Sui Balochistan in 1952. All cities and villages in Punjab were provided with the Sui gas by 1958, while Sui itself doesn’t have gas up to now. We, in Sui still cut our trees for cooking and keeping warm in the winter. They do the same with all other minerals which comes from Balochistan. We are not against Punjab sharing our resources with us, but this is not sharing. They take away everything and we get nothing. Balochistan is the richest spot in Pakistan, but our life standard is lower than the lowest standard in the world. All this, because they have never accepted us as Pakistanis and we have never considered ourselves Pakistanis.
It’s a continuous was between us for more than half a century which was at its peak in 1948 and again in 1973 to 1977 and it will not finish until the last Pakistani soldier leaves Balochistan for good.
As far my political view is concern, I’m not in to politics. All what I want is an honourable and peaceful life for my family on our homeland.
The Baloch strategy is the guerrilla war, which is going all around Balochistan to clean the Baloch land from Pakistanis.

The Baloch strategy is the guerrilla war, which is going all around Balochistan to clean the Baloch land from Pakistanis.
Two questions:
1. Wat do you mean clean the Baloch land from Pakistanis? Don't they have a right to live there as well?

2. Do the Balochis want an Islamic or secular state?

1-They have all the rights in Balochistan and we don`t have any rights on our own homeland. Thats what we are fighting for. They are denying all the agreements and all the international laws. For example, there are more than 6000 Baloch local engineers applied for around 20 jobs in Guwadar deep port project, none of them was selected. After trying again and again, these engineers gave up the civil life and few weeks ago they announced in a secret press conference to join the guerilla war against the Pakistani government.

Please look at these pictures which shows the village where the Sui gas field is, which supplies more than 25% of Pakistani need of the gas and the villagers there collect wood to burn and they are still living in the 5th century.

2-We are fighting for a secular state, as we Baloch are secular people, unlike Pakistanis.

European Parliament Vice President Opposes the Killing in Balochistan

Brussels, BE, Belgium, 2006-03-31 (IndiaPRwire.com) -- Mr. Janusz Onyszkiewicz Vice President European Parliament and 66 other Members of the European Parliament jointly submitted a petition to President Josep Borell, President European Parliament urging him to impress upon the Government of Pakistan to stop the killing of Innocent Women and Children in Pakistan's Balochistan Province.

The people of Balochistan, a province located along the borders of Pakistan with Iran and Afghanistan , are being subjected to an armed onslaught by Pakistan's armed forces , when they have only sought to articulate their grievances and seek their just rights . The Baloch have long protested that while the rest of Pakistan has prospered through the exploitation of their province's resources by the Government of Pakistan, Balochistan itself remains the most backward province in Pakistan devoid of development or adequate employment opportunities. The Baloch fear that the policies of the present government, like the Government's of the past, appear geared to changing the demographics of the province; turning the Baloch into a minority in their own homeland; and exploiting their resources for the benefit of a dominant Punjab.

The unwarranted military action by Pakistan's armed forces, has spared neither women nor children resulting in widespread human rights violations. The situation has been exacerbated by the attempts of the military government of General Pervez Musharraf , to tarnish the image of the Baloch leaders; indulge in manipulations to pit tribe against tribe and clan against clan; and rubbish the genuine grievances of the people ; while refusing to deal honestly with the deprivation of the province. The media and NGOs have not been allowed free and unfettered access to the areas targeted by Pakistan's forces making it impossible for the world community to acquaint itself with the real picture of the horrendous situation in the province.

In the petition the Members of the European Parliament have requested that the economic and political rights of the population of Balochistan must be respected by Pakistan. The MEPs have called for the appointment of a special rapporteur on Balochistan; the closing down of the irregular detention camps; free access for the media and representatives of civil society including access to jails ; and guaranteed freedom to the Red Cross to operate freely in the region.

Mr. Onyszkiwiez also mentioned in a press conference that he and his colleagues will be organizing a conference on the Current Situation in Balochistan which will interalia have several victims of violence in Balochistan province speaking about their experiences.

Salaam to My Brother Baluch Fighter!

First of let me thank you for high lighting the Baloch issue here, I'd also like to thank all those who has taken interest in Baloch issue!

The army operation is Balochistan has not stopped yet, but it is still contiue with the very same pace as it was in december 17th 2004. There are still paki fighter jets and gunship helicopter roarin over Balochistan, and dropping thousands of bombs daily. But the paki media has compeletly ignored the Baloch issue.

Balochwarna correspondent: We have confirmed reports of an air strike in Balochistan’s Kahan Area called HATH PORE. According to news coming form the area, today on 21st March two Pakistani fighter jets bombard the area no casualty have been reported so far but heavy damage to properties is reported. According to locals of the area the air strike took place between 5 & 6 pm according to Balochistan time. QUETTA, March 28: At least one person is reported to have been killed in heavy fighting between paramilitary forces and militants in Kohlu district on Tuesday. Sources said that security forces had launched the attack using helicopter gunships to eliminate hideouts of Marri militants.

They said that a 10-year-old boy, Mohammed Ali, was killed in the attack in the Kahan area while his mother and younger brother were injured.

“Helicopter gunships shelled different areas throughout the day,” an elder of the Marri tribe said on telephone. He also claimed that some jet fighters had also bombed the areas.

He said that heavy weapons were being used in the attack in Tartani, Bhambhoor, Peshi, Parai and Nal areas, adding that security forces had suffered heavy casualties in Fazal Chal and Karmo-Wadh, where armed tribesmen had returned fire.

Official sources confirmed clashes between paramilitary forces in different areas of the troubled district but denied suffering any casualty in the fresh action.

Meanwhile, Dera Bugti nazim Kazim Bugti said that a gas well in the Pirkoh field had been set on fire, adding that the well had been damaged by militants two weeks ago.

Militants had set on fire gas leaking from the well for the past two weeks, Kazim Bugti said in a facsimile message received here on Tuesday night. He said that the flames could be seen from miles away.

He also claimed that the Darbar Wali shrine was attacked in the Dera Bugti area.

“Jet fighters dropped at least nine bombs in the area, damaging the shrine’s guest-house and several nearby buildings.”

He said that at least eight security personnel had either been killed or injured in the Gori area, where armed tribesmen had returned fire.

The Dera Bugti nazim called upon the government to stop the operation in Marri-Bugti areas and re-activate the parliamentary committee on Balochistan.

He said that thousands of people had already moved to different areas and were suffering enormous difficulties.

During this operation hundreds have been killed,
hundreds have been arrested, tortured and imprisoned

been forced to migrate and live in neighbouring areas
in grave conditions.

This action by Pakistani millitary regime has drawn

My name is Abdul Sattar Baloch. I am the Education Supervisor of Tehsil Mand (Makkuran Balochistan).

Government agencies have involved me in a false case of killing four f. C. (frontier core) personnel. Who were killed on 24th December, 2004 in Zamuran (Makkuran area).I was arrested by the Pakistani Secret security agencies on the charges of killing Frontier core (Pakistani Paramilitary force). When the case was filed and the court summoned me…I respected the orders of court and appeared before the court.


The honorable court Released me on bail and I regularly attended the hearings of the honorable court but after four months Pakistani secret agencies’ in broad daylight abducted me at gunpoint from the town of Turbat On 13th December 2005. I was blind folded, and taken to their camp. Then they boarded on a helicopter and took me to another place. I felt it was Quetta! May be Qulee Camp (a military camp well known for its torture record) because, I was blind folded and I could not know exactly. I was kept in a very small Torture cell in that camp and I was tortured in many different ways my limbs and other delicate organs of my body were severely electrocuted frequently with high voltage electric shocks during all this period and my head was sunk in cold water for minutes “three to five minutes”! They constantly said to me that “you are connected with the resistance movement of Balochistan and you belong to B.L.A! (Baloch Liberation Army) You belong to B.L.F! (Balochistan Liberation Front) You belong to B.N.M! (Baloch National Movement) You are the member of these organizations, and you are involved in Activities”.

All those... different kinds of torture Methods were applied on me the kinds which are not used in Abu ghraib jail And GUANTANAMO jail were used in the Pakistani torture cells and their under ground dungeons.

For 2 months and 20 days I was in the torture cell I was disabled and could not function properly. After that they tried To hand me over to Quetta police but, they refused to take me because, my condition was extremely critical. And then they brought me back to Turbat (district Kech). On a military ambulance they negotiated with Turbat police and asked them to keep me in custody under a foreign act but Turbat police also refused to take me in their custody, because, my condition was extremely critical. Then the people belonging to education department took me home from Turbat police station.

The tyranny and suppression upon common Baloch people which is going on now a days In Balochistan, can not be found anywhere around the world. At least not in Iraq and countries like Palestine and Kashmir... I belonged to the field of education my job was to deliver education. But, these tyrants accused me that I belong to B.L.F And B.L.A. They tortured me extremely severely and inhumanly. I believe there are still some Human loving, peace loving and free born people who are listening to me.

Baloch activist arrested

KARACHI: Law enforcement agencies detained Munir Mengal, a retired officer of the State Bank of Pakistan and aide of some Baloch leaders, at Jinnah International Airport upon his arrival from Dubai on Tuesday morning.

An immigration official told Daily Times that Mengal had arrived by an Emirates Airline flight. “He was leaving the immigration counter when personnel of the law enforcement agencies whisked him away,” he said.

An Interior Ministry source told Daily Times that Mengal had applied to the Pakistan Electronic Media Regulatory Authority for licences for a Balochi-language satellite television channel ‘Voice of Baloch’. He said that Mengal’s name was placed on the immigration watch list .

(RSF/IFEX) - Reporters Without Borders has voiced concern about Munir Mengal, the head of Baloch Voice, a Baluchi-language TV station based in the United Arab Emirates, who has been missing since he arrived in the southern city of Karachi on a flight from Bahrain on 7 April 2006. His family thinks Pakistani military intelligence officers arrested him at the airport.


The press freedom organisation called on the federal and Sindh province authorities to use all necessary means to obtain Mengal's release and said it would be regrettable if it turned out to be true that the intelligence agencies were again involved in the kidnapping of journalists.

"It cannot in itself be considered a crime to launch a TV station for 10 million Baluchis in Pakistan and other parts of the world," Reporters Without Borders said. "We call for Mengal's release and an end to the harassment of those in charge of Baloch Voice."

The world's first Baluchi-language TV station, Baloch Voice is due to begin broadcasting by satellite in July. As well as news, it plans to carry films, sport and entertainment programmes in Baluchi, Brahui, English and Arabic.

Mengal's sister, who lives in Pakistan, said that he was arrested by intelligence agents inside Karachi international airport and that he was being subjected to considerable pressure. "He has no links with any political parties," she stressed. Karachi is the largest city in Sindh province and the business capital of Pakistan.

Karachi-based journalists said they thought the military intelligence agencies were trying to discover the origin of Baloch Voice's funding. "In view of the extreme tension prevailing in Baluchistan, the army is wary about the launch of this new station and must suspect foreign financing," a journalist with a national daily said on condition of anonymity.

Hayatullah Khan, a journalist with the Urdu-language daily "Ausaf" and photographer for the European Press Photo Agency (EPA), has been missing since 5 December 2005.

Pakistan: Allegations of serious human rights violations in Balochistan must be investigated
Amnesty International is concerned about reports of human rights violations in Balochistan province which have escalated in the last two months. Recent violations have occurred in the context of a security operation in the province triggered by an attempt on President Pervez Musharraf's life in December 2005. However the current intensification of tensions also flows from long-standing grievances felt by the local population in relation to severe economic underdevelopment and failures to receive the benefits of large-scale exploitation of the province's natural resources.

A non-governmental Human Rights Commission of Pakistan (HRCP) report released in late January 2006 found scores of cases of arbitrary arrests and detention, torture, extrajudicial executions, “disappearances” and use of excessive force by security and intelligence forces committed since early 2005. Amongst the victims are women, children and many political activists. In addition, the Commission noted with concern that armed Baloch fighters opposing the army's presence in the province have laid landmines as a result of which civilians have been indiscriminately killed and maimed.

Though Amnesty International has not been in a position to visit Balochistan to investigate these allegations of human rights violations, the organisation considers the findings of the HRCP's report to be credible, and strongly supports the Commission's demand that human rights abuses be stopped forthwith and that all allegations of violations of human rights, including civil, political and economic rights, be independently and impartially investigated with a view to bringing the perpetrators to justice.

Amnesty International also appeals to all armed fighters and armed groups to abide by international humanitarian law, in particular the rules that are binding on all parties to a non-international armed conflict. These rules prohibit, inter alia, torture, hostage-taking, deliberate killing of civilians and other non-combatants and indiscriminate attacks.

The findings of the HRCP fact-finding mission corroborate a large number of reports received by Amnesty International from Baloch activists and civil society organisations since early 2005. According to a January 2006 statement by Senator Sanaullah Baloch, at least 180 people have died in bombings, 122 children have been killed by paramilitary troops and hundreds of people have been arrested since the beginning of the campaign in early 2005. On 8 December 2005, the federal Interior Minister stated that some 4,000 people had been arrested in Balochistan since the beginning of 2005. The identities, whereabouts of and charges against many of these detainees remain unknown. Having monitored some of these cases of detention and "disappearance", Amnesty International fears that some of the detainees may have been arbitrarily detained, or held under preventive detention legislation or on politically motivated criminal charges, in violation of Pakistan statutory law and international human rights standards.

Since the HRCP concluded its fact-finding visit, further reports of human rights violations have been received. Twelve men, arrested after an attack on a Frontier Corps unit on 11 January 2006, were reportedly extrajudicially executed killed in the Dera Bugti camp of the Frontier Corps when news arrived that three of the injured soldiers had died. Two elderly villagers sent to collect the bodies were also killed. On 16 January 2006, three children were reportedly killed in Kahan by aerial bombardment. On 7 February, a bomb, possibly planted by armed fighters, blew up a bus killing 13 people travelling in it.

Amnesty International is also concerned that the fact-finding team of the HRCP and journalists accompanying them were attacked on 8 January 2006 when their cars were fired at for several minutes near Kashmore. Although the HRCP team submitted an application to police in Rojhan to file a complaint, police did not comply nor investigate the alleged attempted murder.

Journalists have also been arbitrarily detained, harassed and threatened by intelligence agencies if they continued to investigate incidents in Balochistan. Amnesty International believes that it is important that journalists and human rights defenders can pursue their legitimate roles unimpeded and without fear, so that human rights violations can be monitored and brought to public attention, Remedies may then be found to ensure the protection and promotion of human rights in the province.

The following human rights violations have been documented by the HRCP:

Torture

Those who were released after arbitrary detention, often in undeclared places of detention, or "disappearance" reported being subjected to torture and ill-treatment.

* Chairman of the Balochistan Student Organisation (BSO) Dr Imdad Baloch and six other BSO activists were arrested on 25 March 2005 in Karachi after a rally protesting the security operation in Balochistan [AI Index: ASA 33/006/2005, AI Index: ASA 33/014/2005 and AI Index: ASA 33/022/2005].
Their whereabouts remained unknown for two months until Dr Imdad Baloch and three others were released on bail two months later, facing politically motivated criminal charges. Dr Imdad Baloch then reported that he and his fellow detainees had been detained incommunicado in solitary confinement for 33 days in Karachi, where they were tortured. He reported being hit on the soles of his feet making him unable to walk and beaten all over his body, including on his kidneys, with leather straps while forced to lie prone in fetters on the ground. The four detainees were then taken to Quetta, where they were kept for 22 days and threatened with death if they continued to participate in politics. In August 2005, the other three detained BSO members re-appeared in a police station in a village in Punjab province, held on charges of robbery. While the other two were released in November 2005, Dr Allah Nazar, still currently being held in Quetta Central Jail, is reportedly partially paralysed and unable to speak or recognise anyone as a result of torture.

The constitution of Pakistan provides partial protection against torture in Article 14 which states that "no person shall be subject to torture for the purpose of extracting evidence". International standards and customary international law absolutely forbid torture and other ill-treatment for any purpose.

Possible extrajudicial executions and other unlawful killings

* On 17 March 2005, some 62 persons, including 33 Hindu women and children were killed at Dera Bugti when Frontier Corps personnel shelled, bombarded and fired at them.

*On 17 December 2005, at least 22 persons, mostly women and children, including infants, were killed in bombing, firing and shelling by armed forces in the Marri area of Jabbar and Pekal, apparently in retribution for rocket attacks on 14 December on a paramilitary camp on the outskirts of Kohlu during a visit by President Musharraf and on 15 December on a helicopter carrying the Inspector General of the Frontier Corps.

The use of force must be in line with the principles of necessity and proportionality included in international standards on the use of force by law enforcement officials. These stipulate that lethal force may only be used in response to the imminent threat of death or serious injury when strictly unavoidable and that the use of force must “minimise damage and injury and respect and preserve human life” both of the suspects and uninvolved persons.

Extrajudicial executions are strictly prohibited under the Constitution of Pakistan which in Article 9 provides, "No person shall be deprived of life and liberty, save in accordance with law". The Universal Declaration of Human Rights provides in Article 3, "Everyone has the right to life, liberty and security of the person". The Principles of the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions provide that"Exceptional circumstances including a state of war or threat of war, internal political instability or any other public emergency may not be invoked as a justification of such executions".

"Disappearances"

Since May 2005, Amnesty International has issued a series of urgent actions relating to some of the large number of reported “disappearances” in Balochistan. The organisation fears that people who are "disappeared" are particularly at risk of torture as perpetrators feel safe in the knowledge that their actions will not be made known and that they will not face criminal charges

*On 9 December 2005, 18 members of the Pakistan Petroleum Workers' Union from Balochistan who had gone to Karachi for negotiations with their management were detained by security forces from their hotel. Their whereabouts remain unknown.

*Dr Hanned Shareef, a writer, medical doctor and member of the BSO was arrested on 18 November 2005 in Turbat by men in the uniform of the paramilitary Frontier Corps. State officials have refused to confirm that he has been arrested. When his family members attempted to file a complaint against the Frontier Corps soldiers involved, police at the Turbat city police station refused to accept it [AI Index: ASA 33/032/2005].

International standards and human rights guarantees in the Constitution of Pakistan absolutely prohibit “disappearances”. The Constitution of Pakistan provides in Article 10 that every detainee has the right to be informed of the charges against them, to consult and be defended by a lawyer of their choice and be brought before a magistrate within 24 hours of arrest. The Universal Declaration of Human Rights provides in Article 7: "All are equal before the law and are entitled without any discrimination to equal protection of the law ...". These provisions guarantee that everyone including those persons who may be suspected of offences against the state have a right to be treated in accordance with law and not to be discriminated against on that account.

Background
In Balochistan, the perception of the local population that they have not benefited from the exploitation of the extensive natural resources of the province, and their resentment at the slow pace of provincial economic development and the influx of people from other provinces, have led to social and political tensions. Four waves of violent unrest took place in 1948, 1958-59, 1962-63 and 1973-77. In early 2005, tensions in Balochistan again increased, with numerous clashes reported between security forces and Baloch tribesmen. The rape in early January 2005 of Dr Shazia Khalid, a young doctor employed at Pakistan Petroleum Limited at Sui, allegedly by an army officer, who was publicly exonerated by President Musharraf prior to any inquiry, exacerbated anger among the tribal population. Following a rocket attack on President Musharraf on 14 December 2005 during his visit to Kohlu, when he announced a large development package for the region including the construction of roads, schools and health centres, a security operation, assisted by paramilitary units, was launched in the province. While the government portrays it as a law and order operation against "miscreants", that is Baloch rebels, local people see it as a crackdown on Baloch opponents of a development program which will only benefit non-Baloch people migrating into the province. The government claims that the resistance is encouraged by tribal leaders who fear losing their hold on the region. The confrontation between Baloch nationalists and the state is complicated by rivalries and strategic alliances between tribes and sub-tribes and by human rights abuses committed by all sides.

Minorities and women continue to suffer: AI

* Amnesty International’s annual report says 72 charged under blasphemy laws, many ‘disappear’ on suspicion of being terrorists

LAHORE: The government of Pakistan has failed to protect religious minorities and women, according to the Amnesty International’s annual report for 2005.

Honour killing and mutilation of girls and women, and to a lesser extent of boys and men, continued according to the report, after legal changes in late 2004 failed to curb the authority of the victim’s heirs to forgive perpetrators, allowing them to escape conviction.

The report says that successful persecution for honour killing was rare and at least 72 people were charged and arrested under blasphemy laws, including laws that make it a criminal offence for members of the Ahmadiyya Community to practice their faith. Among the accused were 39 Muslims, 26 Ahmadis, four Hindus and three Christians.

In October, eight Ahmadis were shot dead and 22 were injured during worship, by men shooting from a passing motorbike. Eighteen men arrested shortly afterwards were released without charge.

Mohammad Younus Sheikh was sentenced to life imprisonment in August on blasphemy charges, for writing a book. He was held in solitary confinement in Karachi Central Prison after fellow prisoners threatened him. No action was taken against those threatening violence.

Violence against women: In September, Amna Abbas’ nose and lips were cut off by her brother-in-law near Dera Ghazi Khan after she filed for divorce.

Mukhtaran Mai’s attempt to secure justice after being gang-raped on the orders of a council of elders in Meerwali led to her suffering further threats. In March the Lahore High Court reversed the August 2002 trial court’s decision to sentence six men to death. It commuted the death sentence imposed on one to life imprisonment and acquitted and released five. On a request by Mukhtaran Mai, who feared for her life, the Punjab government held the five for three months in preventive detension. In June, a review board ordered their release.

The Supreme Court took up appeal against the acquittals and ordered all the original accused to be held in judicial custody. Mukhtaran Mai who had been invited to the USA to speak on women’s rights, was prevented in June from leaving the country and placed under virtual house arrest. Women’s rights activists were under increased threat, the report said. Police tore the clothes and dragged by the hair, women activists participating in a mixed gender marathon in Lahore in May last year. About 40 women were detained until evening.

Children’s Rights: In February, the Supreme Court suspended the Lahore High Court judgment of December 2004 which had revoked the Juvenile Justice System Ordinance, 2000 (JJSO), as unconstitutional. The JJSO provides protection for children in the criminal justice system while the latest decision meant that the JJSO was reinstated, but only temporarily, pending a still awaited decision on the constitutionality of the law, by the Supreme Court. In several cases courts rejected applications for cases to be retried in Juvenile courts.

Religious laws: The government vacillated between seeking to control and appeasing religious groups and parties, the report says.

In March, it reintroduced a “religious column” in national passports in breach of earlier promises to minority groups. In July, following bomb attacks in the UK by men of Pakistani origin, at least 900 members of religious groups and religious school students were arrested. Most were released within weeks but some continued to be held under preventive legislation.

The government announced that all foreign students of religious schools would be expelled and that such schools needed to register. However, after protests by religious groups, these directions were not fully implemented. In July, the Hasba (accountability) Bill was passed in the North Western Frontier Province. It provided for an ombudsman empowered to “reform society in accordance with Islam”.

The Supreme Court, in August, declared sections of the bill unconstitutional. In the tribal areas on the border with Afghanistan, civilians suffered during an ongoing security operation. The draft of a bill to establish a national human rights commission was presented in May but was not passed by the end of 2005.

Arbitrary arrests and ‘disappearances’: The reports says dozens of people were arbitrarily arrested and detained in the context of the “War on Terror”. Several of them ‘disappeared’ and some were given into US custody.

Dozens of suspects, Pakistani as well as foreign men, women and children, were arbitrarily arrested on suspicion of terrorism and of contact with Al Qaeda. Several ‘disappeared’ in custody and some were handed over to the US, apparently without legal process.

Abu Faraj Al Libbi, a Libyan national alleged to be the operational commander of Al Qaeda, was arrested on May 2, 2005 in Mardan, near the border with Afghanistan. The Interior minister stated that he would be tried in an anti-terrorism court for attempting to assassinate the president. He was held incommunicado at an undisclosed location. At the end of May, Libbi was given in US custody, apparently without legal process. By the end of the year, nothing was known about his whereabouts or the whereabouts of the 12 other suspects arrested in connection with him.

The Human Rights persons investigating the situation in Balochistan found evidence of arbitrary arrests and detention, extrajudicial executions, torture and ‘disappearances’ committed by security and intelligence agencies. On December 9, 18 labour union leaders from Balochistan ‘disappeared’ in Karachi where they had gone to negotiate with the management of their company. There whereabouts remain unknown.

Several members of Balochistan Student Organization (BSO) disappeared during 2005. BSO chairman Dr Imdad Baloch was arrested on March 25 along with 5 others in Karachi. He and three others were released on bail two months later facing politically motivated criminal charges. He reported that they had been tortured and held blindfolded, in iron shackles and threatened with death if they did not give up politics. The other two remained in custody.

Amnesty International Lahore has urged the government to take notice of human rights violation in Pakistan, ensure effective legislation for protection of rights and ensure appropriate implementation of the existing laws.

FRESH AIR STRIKES IN BALOCHISTAN

Even six months after President General Pervez Musharraf ordered his Army and the Air Force to suppress the freedom struggle launched by the Baloch nationalist elements, the freedom struggle continues to gather strength with no sign of any impact on the freedom-fighters despite the large-scale use of heavy weapons and air strikes. Their motivation and determination to achieve independence remain as strong as ever. There has been a steady flow of volunteers to the Balochistan Liberation Organisation (BLA) and other groups carrying on the freedom struggle and the military operations have not been able to disrupt the training of the new volunteers by these organisations in the liberated pockets set up by them.

2. The ban imposed by the Army on the BLA has had no effect on it. On the contrary, it has only further increased its popularity among the Baloch people and demonstrated the ineffectiveness of the army and its inability to have the ban enforced. The freedom-fighters have not been short of funds and weapons. While the funds have been coming from the Baloch diaspora abroad, the arms and ammunition have been seized by the freedom-fighters from the stocks of the security forces during raids on their posts.

3. In the face of international concern over the large number of civilian casualties due to the military operations, the Pakistani military had suspended the use of Air Force planes and helicopter gunships for a while. Helicopters were used only for logistics purposes and not for strikes directed against the freedom-fighters. But for the last few days, the use of air strikes has been resumed and over eight helicopter gunships have been going into action against the freedom-fighters resulting in many casualties. Air strikes have been directed against not only the armed freedom-fighters, but also against villagers suspected of assisting them. While the air strikes have been taking place in many parts of the province, they have been particularly concentrated in the areas inhabited by the Bugti, Marri and Mengal tribes. The freedom-fighters have claimed to have shot down two helicopters, but the shooting down of only one has so far been confirmed.

4. There has been no change in the modus operandi of the freedom-fighters. It continues to consist of attacks on the posts of the security forces, ambushes of military convoys, attacks on gas pipelines and railway lines. They have taken care to ensure that their operations do not cause civilian casualties. The freedom-fighters have denied responsibility for an explosion with an improvised explosive device outside a roadside tea stall near Quetta on June 12, 2006, in which five bystanders were killed and 17 others injured. They have accused the Inter-Services Intelligence (ISI) of having organised this explosion with the help of people brought from outside the province in order to discredit the freedom struggle.

5.The Army had moved in a large number of Balochs living in Punjab and Sindh into the province and distributed to them the land vacated by the members of the Bugti tribe who had run away from their places of residence due to suppression by the Army. The Army was hoping that these re-settled Balochs would help it in fighting against the freedom-fighters. Its hopes have been belied. Many of the re-settled Balochs, who faced the hostility of the local population, have run away to where they were brought from.

6. The anti-Chinese anger amongst the Balochs continues to be as strong as ever, but the moves for a joint freedom struggle by the Balochs, the Shias of Gilgit and Baltistan and the Uighurs of Xinjiang have not made much headway so far, but the contacts are continuing. There are two groups of Uighur militants. One group, like the Balochs, is fighting for independence for the Uighur homeland. It is not pan-Islamic and does not accept the ideology of Al Qaeda. Another group is pan-Islamic and has accepted the leadership of Al Qaeda in the International Islamic Front (IIF). The move is for co-operation between the Balochs and those Uighurs, who are fighting for independence for their homeland, but do not accept the pan-Islamic ideology of Al Qaeda.

7. Faced with increasing threats to their existing projects in Balochistan such as the ones for the construction of the Gwadar port and the development of the copper mines, the Chinese are reported to have expressed their inability to help Pakistan in the construction of a nuclear power station in Balochistan. During his present visit to China to attend the summit of the Shanghai Co-operation Organisation, Gen. Musharraf is expected to discuss with the Chinese a Pakistani request for a Chinese-aided 600 MW nuclear power station at Karachi.

8. The Chinese continue to evince interest in the construction of a pipeline from Gwadar to Xinjiang, a road linking Gwadar with the Karakoram Highway and a huge oil refinery complex at Gwadar, which would partly meet the requirements of Pakistan and Xinjiang. A proposal for the emergency evacuation of the Chinese personnel working in Balochistan by sea should the situation in the province deteriorate seriously is also under discussion between the two countries. Though Gen. Musharraf has assured the Chinese that such a situation is unlikely to arise, the Chinese reportedly do not want to take risk and want to keep a drill for emergency evacuation ready. The proposal is that Pakistani helicopters and ships would be used for the evacuation, if it becomes necessary. There is at present no proposal to station Chinese helicopters and ships for that purpose. A team of Chinese naval and intelligence officers is reported to have visited Islamabad, Karachi and Balochistan for discussions in this regard.

9. It has been reported that the Baloch freedom-fighters are disappointed that after its initial expression of concern over the military operations against the freedom-fighters, the Government of India has not come out with any other statement on the continuing suppression of the Balochs by the Pakistani military establishment. The freedom-fighters have been closely following the reports of the discussions involving India, Pakistan and Iran on the construction of an Iran-Pakistan-India gas pipeline. They are determined not to allow this pipeline or any pipeline from Turkmenistan to pass through their territory unless they are also involved in the talks on the subject and part of the transit fee is paid to them. Similarly, they are determined to oppose any pipeline to Xinjiang. The Government of India should at least have discussions with the overseas representatives of the Baloch freedom-fighters on this subject in order to find out their thinking.

10. The situation in Balochistan and the progress of the freedom struggle are attracting increasing attention abroad. It is learnt there were recently discussions on the subject at the International Institute For Strategic Studies (IISS), London, and the Congressionally-funded US Institute of Peace in Washington DC. Delhi-based think-tanks should invite the overseas Baloch leaders in order to educate Indian public opinion on the on-going freedom struggle in Balochistan. India should not hesitate to extend its political, diplomatic and moral support to the Baloch freedom-fighters.

(RSF/IFEX) - Reporters Without Borders has urged Prime Minister Shaukat Aziz to accept the demands of journalists' organisations following the murder of kidnapped reporter Hayatullah Khan, who was found shot dead in the tribal zone of North Waziristan on 16 June 2006.


"We support the call for an independent head of the investigative commission and that it should include at least one journalist, to uncover the truth about the abduction and death of Hayatullah Khan," the organisation said.

"If this murder goes unpunished, the entire profession will be entitled to consider the State as an enemy of investigative reporters", it added.

Reporters Without Borders pointed out that another Pakistani journalist, Munir Mengal, head of the Baluchi-language TV channel Baloch Voice, was abducted at Karachi international airport on 7 April by secret service agents. "The fate of Hayatullah Khan makes us fear for the life of Munir Mengal and we call for his immediate release," the organisation said.

A delegation of Peshawar journalists met the governor of the North Western Frontier Province, Lt-Gen. Muhammad Jan Aurakzai, on 19 June to ask him to include a journalist in the investigative team into Khan's murder, which he refused to do.

Prime Minister Aziz announced at a conference of the South Asia Free Media Association (SAFMA) in the southern city of Karachi on 18 June that a judicial investigation headed by a high court judge had already been opened and the government would award financial compensation to Khan's family. He called the news of the journalist's death "unfortunate and disturbing".

On the same day, more than 800 people took part in a peaceful demonstration in the tribal region of Bajaur, shouting slogans including "We want press freedom", "We demand protection for journalists in the tribal zones" and "Arrest Hayatullah's killers".

Almost 5,000 people attended Khan's funeral on 17 June. The journalist leaves a widow and three young children. On the same day, journalists and opposition members staged a walk-out of Parliament in Islamabad in protest against the murder. They rallied in front of the homes of the prime minister and the president shouting "Killer, killer, government killer".

Interior Minister, Aftab Khan Sherpao, said that the authorities "would do their utmost to punish those responsible for this barbaric act". He also met the journalists and promised them that Khan had not been kidnapped by the Pakistani secret services. He said the security services had done everything to find him alive.

List of Abducted and Missing Baloch Political Activists in Pakistan. Thousands of words speak only for one picture that is the picture of atrocities of Pakistani armed forces committed against innocent Baloch people. These thousands of words do not comprise the verbosity and prolixity to describe the atrocities but it is the list of thousands of victims that we regret not to have as confirmed by the Pakistani interior minister Aftab Ahmad Khan Sherpao. But we could manage to collect some of them.

So-called Pakistani Army Government says that it does not know anything about these peoples whereabouts. The release of Sattar Baloch, Noora Maree, Dr. Imdad Baloch, Dr. Allah Nazar Baloch and many others after intense and inhuman torture by the Secret Pakistani Security Agencies are evident that how these secret agencies work systematically to deceive the civilized world.

I request the US government and the western civilized world to stop supporting this military regime and stop the F-16 deal until the problems in Balochistan are solved.

Please ask your governments not to forget the people who are suffering everyday in the hands of this brutal military regime.

I find it quite surprising that there is barely any mention of this in the Western papers, even BBC. Though there have been accounts of the Pakistani government intentionally dumping nuclear waste in Balochistan.
Its not too surprising, if an issue is to threaten the reputation of a capitalist nation or one of its allies then it would be very unlikely that the bourgeoise media will portray the crimes.

The human rights situation is getting worse and worse in Balochistan.
Kidnapping, torturing and killing of innocent people became a normal act for the Pakistani military regime.
The Pakistani government is allowed by the West to do this just because it claims to be a part of the war on the terror and the West is forgetting that the Pakistani ISI is the one which is creating and supporting the terror around the world.

The latest victims of the Pakistani regime are Mr. Ghulam Mohammad, the member of Executive Committee of the Baloch National Movement, and Mr. Sher Mohammad Baloch, Sindh provincial chapter president of Jamhoori Watan Party. They were due to address during a protest in Layari, Karachi city, Sindh province on 3 December 2006 against the killing of a political leader Mr. Sardar Akber Bugti in an air attack in Balochistan province on 27 August 2006.
The victims were allegedly shifted to an army torture camp and their whereabouts are unknown since then.

Dear friends,
The Asian Human Rights Commission (AHRC) received information from its partner organisation, Action Committee for Civic Problems (ACCP), regarding the disappearance of two political party leaders after being arbitrarily arrested by the police during the peaceful protest meeting in Karachi city, Sindh province, Pakistan on 3 December 2006. The victims were allegedly shifted to an army torture camp and their whereabouts are unknown since then.
CASE DETAILS:
The Baloch National Movement and the Jamhoori Watan Party organized a protest in Layari, Karachi city, Sindh province on 3 December 2006 against the killing of a political leader Mr. Sardar Akber Bugti in an air attack in Balochistan province on 27 August 2006. The two political leaders, Mr. Ghulam Mohammad, the member of Executive Committee of the Baloch National Movement, and Mr. Sher Mohammad Baloch, Sindh provincial chapter president of Jamhoori Watan Party were due to address during the protest.
However, the planned protest was postponed due to heavy showers and the both parties then decided to hold a small close door meeting at Baloch Foot Ball Club's office instead. During the meeting, the aforementioned leaders were present there. According to the eye witnesses, all of a sudden more than 200 policemen led by the Deputy Superintendent of Police ( DSP) Mr. Shahnawaz Khan and Station House Officer (SHO) of Baghdadi Police Station Mr. Aijaz Rajpar arrived in 25 police vehicles and some other vans and cordoned off the whole area.
The police then arrested Mr. Ghulam Mohammad and Mr. Sher Mohammad Baloch and started beating them on the spot. When the people who were presented there resisted the police beating them, the police fired tear gas at the people and took the two politicians away with them. Some people then followed the police vehicle and witnessed that the police drove directly to the military torture camp at Shahra-e- Faisal close to the Governor's House of Sindh, instead of taking the two men to the Baghdadi police station.
Their family members and friends immediately contacted the SHO of Baghdadi Mr. Aijaz Rajpar but he denied that the two men were in the custody of Baghdadi police station. The SHO allegedly told the family members that when they arrested the two political leaders, there were some secret intelligence service agents in police uniform and in plain clothes. The SHO told the family that the arrested two men are not with him but with those intelligence agents. The family members then contacted the army officers at the Corp commander office of Sindh but they also denied detaining the two political leaders.
The family then filed a habeas corpus petition on behalf of the two disappeared politicians with Sindh High Court on 6 December 2006. On the following day on December 7, the a division bench of the high court heard the petition and issued an notice for the next hearing on December 19 and directed the Ministry of Interior of Sindh, Defence Ministry, Deputy Superintendent of Police of Baghdadi, and SHO of the Baghdadi police station to submit their explanations regarding the alleged arrest and disappearance of the said two men.
The family members and human rights activists are not satisfied that the Sindh High Court did not take up this case in urgency and fixed the next hearing over 10 days later, despite the fact that the arrested two men would be expected to be under severe torture. They also allege that there is possibility that the two men will be shifted to other province and finding their whereabouts will become more difficult.
ADDITIONAL INFORMATION:
Enforced disappearance of persons following illegal arrest is a common phenomenon in Pakistan since the military government took power in 1999. For example, in Balochistan province alone where Pakistan army conducts on-going military operations, the Federal Minister of the Interior reported on 5 December 2005 that 4,000 people have been arrested since 2001. Out of 4,000 persons, only less than 200 people have been produced to the courts. The actual number of the arrested will be much higher when the disappearance cases are included. Human rights groups claim that about 6,000 persons have been disappeared since their arrest from 2001 to the present day.
It is also estimated that during this year more than 100 persons have been disappeared after their arrests in Karachi city, Sindh province alone. In Sindh province, several journalists and political & human rights activists have been disappeared after their arrests. One good example will be the case of Mr. Abid Raza Zaidi, who was forcibly disappeared by the elite force personnel in Lahore, Punjab province on 4 October 2006, soon after he gave his testimony about his earlier illegal arrest, prolonged 110 day detention and constant brutal torture by the army and police officers at the conference jointly organised by Amnesty International and a local organization called Human Rights Commission of Pakistan (See further: UP-191-2006).
The Pakistan judiciary has not yet shown any courage to produce any disappeared persons although the fact that in some of the disappearance cases the persons are allegedly in the custody of army intelligence agencies was brought to its attention. In July 2005, some students of the Baloch Student Organisation including its leader Mr. Imdad Baloch and a writer Mr. Abdul Sattar told the media that they were detained in army camps in different parts of the country and severely tortured before being released. However, the courts never could ask the military intelligence agencies to produce the disappeared persons. The criminal justice system is at the mercy of the military government and the judges are scared that if they go beyond the limitations fixed by the army they will suffer dangerous consequences.
SUGGESTED ACTION:
Please write to the relevant authorities listed below and demand the speedy production of the disappeared victims. Please also urge them to take all possible measures to find whereabouts of disappeared people after their illegal arrest since 2001.

I am writing to bring to your urgent attention another disappearance case after arrest in Pakistan.
According to the information I have received, two political leaders, Mr. Ghulam Mohammad, the member of Executive Committee of the Baloch National Movement, and Mr. Sher Mohammad Baloch, Sindh provincial chapter president of Jamhoori Watan Party, were illegally arrested from a close door meeting in Lyari town of Karachi by the policemen led by the Deputy Superintendent of Police (DSP) and Station House Officer (SHO) of Baghdadi Police Station on 3 December 2006. According to the eye witnesses, the police took them directly towards the military torture camp at Shahra Faisal close to the Governor's House of Sindh, instead of taking the two men to the Baghdadi police station. Since then, their whereabouts are unknown.
I am very disappointed that the Baghdadi Police and other local authorities have denied of detaining these two men and did not provide any information of their whereabouts to the family members, who have the right to be informed about the two men's current situation. When visited by the family members, the SHO of Baghdadi attempted to avoid his responsibility of illegally arresting the two men and subsequent their disappearance by merely saying that at the time of the arrest, there were some secret intelligence service agents in police uniform and in plain clothes, who later took the two political leaders. The family members then contacted the army officers at Corp commander office of Sindh but they also denied of detaining the two political leaders.

I am also disappointed by the court's passive attitude shown in this case. After hearing the a habeas corpus petition filed by the family members on behalf of the two disappeared politicians on December 7, the Sindh High Court simply issued an notice for the next hearing 12 days later on December 19, without considering the fact that the arrested two men would be expected to go under severe torture. The Ministry of Interior of Sindh, Defence Ministry, Deputy Superintendent of Police of Baghdadi, and SHO of the Baghdadi police station were instructed to submit their explanations regarding the alleged arrest and disappearance of the said two men. However, the family members worries that due to the court's passive intervention, there is possibility that the two men will be shifted to other province and finding their whereabouts will get more difficult in that circumstance.
Such illegal arrest and detention clearly violates the fundamental rights of citizens in Pakistan, in particular the freedom of expression, the right to security and the right to life that are protected by the Constitution of Pakistan as well as international Covenant for Civil and Political Rights (ICCPR). I therefore strongly urge your immediate intervention into this matter and appeal you to ensure that the two arrested men are produced before court immediately. If there is any case against them, they should be tried according to due process.
I am also deeply concerned that enforced disappearance of persons following illegal arrest is a common phenomenon in Pakistan. For example, I was informed that according to the Federal Minister of the Interior's statement on 5 December 2005, only in Balochistan province alone, 4,000 people have been arrested since 2001 and out of 4,000 persons, only less than 200 people have been produced to the courts. Human rights groups claim that about 6,000 persons have been disappeared since their arrest from 2001 to date.
I therefore urge the Government of Pakistan to establish judicial body to inquire about all the alleged forced disappearance cases after arrest since 2001 to date and locate those disappeared people. The Government of Pakistan must also take all possible measures to prevent such crimes and punish the alleged perpetrators (state officers) involved in these crimes.
I request you to take up this matter in an urgent manner.
