yes, this looks like it might be a stencil printed onto fabric...

I used photoshop

I started off with two images, a strip of the US flag and a picture of Jesse Jackson (http://img225.imageshack.us/img225/5904/revjessejackson7td.jpg)

I used a 3 or 4 colour cutout on the rev (after using a jagged brush to cut out the basic body shape) and used the US flag strip multiple times in the background. I used a patterned brush to just make random shapes in the background and faded it considerably.

I then used like a semi transparent eraser to fade Jesse into the background
