I think he is a U.S. puppet who was hand picked to serve in the occupation government. He was the first person to serve as "president" after Sadaam, and the was vice-president up until these "elections".
He's also a member of the Islamic Dawa, which was created in te 50's to overthrow secularism and fight against the growth of communism and Arab nationalism.
The party also supported the Iranian "Islamic revolution", and took up arms against the Iraqi government during the Iraq-Iran war.

then not somone very supportive of communism and anti-imperialism... what a surprise: here was me expecting somone who would not be under the unfluence of the americans. I guess that history does repeat itself, or at least it resembles itslef over time: Does Diem ring a bell?

Quotes from the article:
"he was one of the champions of Islam as the only source of legislation - when the interim Iraqi government was drafting its basic law. "
"He does not appear to favour hardline policies in evidence in some parts of the Muslim world - where Islam is used to justify bans on women driving, or voting or entering certain male-dominated domains."
"But some of his detractors accuse him of being secretly linked to Iranian hardliners, and fear he may push for a similar theologically-based system of government. "
