president Chavez has decided to pass the descision to supply parts of america (namely massachusetts and north east) with heating oil at a greatly reduced cost. What really bothered me here is that a country that can afford to wage an illegal, immoral war against a country that has never provoked it, and yet still cannot afford to provide its citizens with basic living needs.
It makes me sick

Absolutely disgusting.

It seems that the dirt poor nation of Cuba is going to donate some money to New Orleans. Or perhaps it is my rusty english that is playing me a trick?

“The Cuban Baseball Federation is disposed to give the money due it in terms of its participation in the Classic to those affected by Hurricane Katrina in New Orleans,” stated the letter signed by Carlos Rodríguez, president of the institution, on December 14." - Granma

How exactly will this work out giving the poorer neighborhoods discounts on heating oil?
I know for sure a greedy businessman will get in the way. It's almost inevitable.

Similarly, a year or so ago Castro offered free medical treatmentto the poor who are not receving it in the US. The probablem is they would have to go to Cuba to get it, which the US gov. wont allow. My guess is that they will also not allow this oil to get into the hand of the poor either.

Do you read Granma frequently?

I find it terribly biased. I only read it sometime to "get the Cuban side of the story".

It's all about political games.
Donation to enemies attracts attention and second-thoughts.
Donaters win publicity.
