This sounds like a damn fine alternative to what we have now. Though it would be irrelevant in a communism.

The most practical point is that assassination is difficult. Modern heads of state are surrounded by a "security bubble" designed precisely to stop such assassinations. It’s a lot tougher to hit the leadership than it is to kill a few grunts. Look at Saddam or Osama – the US was unable to kill them with bounties, special forces or an entire arsenal of bombs.
Besides, what does it matter if a few politicians are killed? It would change nothing. They were just carrying out the wishes of their paymasters. So unless you have a plan to kill off an entire capitalist class, taking pot shots at politicians or heads of state is a complete waste of time.
The best application of this would be to somehow encourage the population of Nation B to assassinate the leaders of Nation B.

The Narodinki group, Narodnaya Volya, attempted to do so in the mid to late 19th century in Russia, they even managed to assassinate the Tsar- so they did have a degree of success. Many of these assassinations were popular (generally as they targeted the most unpopular and horrible figures), but ultimately they achived little. Narodnaya Volya was fairly quickly broken up after the assassination of the Tsar and from then on assassination as a political tactic was largely abandonned in Russia, mainly because it didn't work and even if it did high profile assassinations would hurt the group severely, so was not worth it.
Assassinations are not impossible, Bush could have been assassinated in Georgia for instance. The grenade failed to go off, unfortunately. But even so Bush would just be replaced by someone equally bad or even worse. In other countries, such as Greece and Italy, high profile political figures have been kidnapped and/or assassinated however the results haven't been that great.
Assassination as a tactic is incredibly flawed.
