Has President Bush gotten the approval of Congress to declare war at any time? You know, the shift of power from Congress to the President.. I'm not positively sure about this. Any help would be appreciated.

And any links or articles would be great..

Yes, Congress has actually authorised him ot use force against Iraq if it becomes neccessary.

I had an excellent article about this among my many many bookmarked sites, which I can't find right now.

The President, unfortunetely has discretionary authority called Executive Order --- unchecked power, which basically gives him carte blanc to do whatever the hell he wants outside of any kind of congressional body, including suspend the Constituition and constituitional rights especially in times of war or national security interests. President also holds veto power. Congress can try to override a Presidential Executive order, but they would need a 2/3 majority to do so.
