What the 'ell does this mean???

I have heard it all the time from people critisizing communism and its theories (specificaly in Orwell's Animal Farm), however im not entirely sure what is meant by it.

How can somebody be "more equal" than somebody else? I know it refers to the whole idea that in countries like Soviet Russia there were the party members, who were elite and higher than the rest of the citizens, however is this statement supposed to be serious or sarcastic?

I think that this saying was invented by Orwell (in Animal farm). He wanted to say that in USSR there is an elite (represented by pigs in his books) who are above everyone else.

Orwell was referring to how Stalin claimed equality when there was obviously hierarchy. a lot of people use it against us because they don’t have the slightest clue what communism or anarchy really is.
