In a lecture at Zayed Centre for Coordination and Follow-up, Dr. Nassif Hatta, Head of Arab League Delegation in Paris, said that if the Iraqi question has been settled within the United Nation Security Council, this would confirm international legitimacy, but the reverse would lead the entire world into chaos and anarchy.
He added that if a military action against Iraq occurred that would not only affect Arab and European relations, but would also be a warning bell for the Europeans to assume their role in international orders, especially in the United Nations Security Council.
Dr. Nassif described the French stand over the war against Iraq as rational and sober, because it realized the risks this war might bring to the European and Mediterranean interests.
He said that although French and German positions on this war were similar, they derived from different reasons. The French stand stems from a strategic background, while the German position emanates from German peaceful culture.
Dr. Nassif compared the UNSC 1441 to resolution 242, as the two were very ambiguous and equivocal.
Speaking about British dilemma, Dr. Nassif said that Britain is seeking a new UNSC resolution because of its internal difficulties.
